Judicial Independence in Bosnia and Herzegovina

Here is a report from the OSCE on judicial independence in Bosnia and Herzegovina. It provides a good illustration of the rule of law work. Note that the Prime Minister of the Republika Srpska went so far as to state, without evidence or other justification, that war crimes prosecutions are ethnically biased and that he would not cooperate with institutions run by "Muslim judges." There are also some very troubling efforts to deny the constitutionality of the State Court, Prosecutor's Office and other bodies.
