Innovative Canadian Decision on Protection for US Death Row Inmate

Canada’s Federal Court has ruled in favour of a Canadian citizen who is a death row inmate in the United States who argued that the Canadian government had failed to use diplomatic efforts to protect him: http://www.mediafire.com/?6lmzbmmzsn3. Traditionally, Canada has intervened with the United States government on behalf of Canadians who are on death row in that country. For the last few years, however, Canada has had a very conservative government, and it has sought ways to quietly favour capital punishment, despite the fact the death penalty has been entirely prohibited in Canada for many years, and is almost certainly unconstitutional.
